The timing of his life is unclear. Two sources disagree as to whether he was in Baltimore in the 1770s:
- Humphrey is listed in "Proceedings and Acts of the General Assembly, 1766-1768"<ref>http://aomol.net/000001/000061/html/am61--586.html</ref>
- "Humphrey moved to Huntingdon Co., around 1761-75.<ref>http://familytreemaker.genealogy.com/users/s/h/a/Lori-J-Shaffer/GENE1-0040.html</ref>"
- Humphrey was appointed as an offer of the militia in Baltimore County (2nd lieutenant) in 1777<ref>http://aomol.net/000001/000016/html/am16--114.html</ref>
- Humphrey is counted in the 1790 Huntingdon, PA census (as "Humphry Chilcot")<ref>http://ftp.us-census.org/pub/usgenweb/census/pa/huntingdon/1790/index.txt</ref>
