"Moshe Rabinovitch was born in 1887 in Baku, capitol of Azerbaijan, Republic in Caucasia. It was an independent country until the Russians conquered it after WW1, when it then became a Province. No info as to when he made the migration to Vilnius. However, Vilnius itself fell under Polish sovereigny in 1918, when it was referred to as 'Wilno.'
